While the outbreak of SARS had a great impact on Hong Kong society, it also called for a deep reflection on holistic medical care.  In September, a chaplain seminar “The Mandatory Path—Exploring the Development of Professional Qualification for Chaplains” was held by the Association.

In January, the Association invited Dr. Wai-chung Yip, Chairman of Spiritual Care Service Committee of New Territories East Cluster, Hospital Authority to share with chaplains his opinion on professional chaplaincy development.

After two years of exploration, the “Study Group for Professional Chaplaincy Development” was formed on April 11.  Rev. Law Kit Choi, General Secretary of AHKHCCM, was the Convener while other members included Rev. Luk Nai Ting, Rev. Lo Wai Chuen, Chaplain Chow Mei Lan, Chaplain Tong Sun Nam, Chaplain Leung Yin Man, and Mr. Kenneth Kwok.

In Fall, the Association proceeded a pioneer survey entitled “Professional Chaplaincy Organization and Development in Hong Kong”.  Local chaplains responded positive feedback to the development.

With the consent from the chaplain community, the “Professional Development Task Force” was established on April 10.  Rev. Law continued to serve as Convener and members included Rev. Luk Nai Ting, Rev. Lam Wai Lim, Rev. Lo Wai Chuen, Rev. Chui Chun Nei, Chaplain Leung Yin Man, Chaplain Tong Sun Nam, and Mr. Kenneth Kwok.

The Task Force appointed four members: Rev. Lam Wai Lim, Rev. Lo Wai Chuen, Rev. Chui Chun Nei, and Mr. Kenneth Kwok to translate and draft, with reference to available documents in northern America, two important professional documents, namely “Professional Chaplaincy – Its Roles & Significance in Healthcare Service” and “Code of Ethics”.

The Task Force completed the first draft of two professional documents for consultation.  These documents were presented and discussed for the first time with chaplains in the 4th Chaplain’s Day.

The Task Force consolidated the feedback and revised the documents for the launch of Chaplain Registration.  Meanwhile, Chaplain Fong Wai Sum joined the Task Force.

In April, the Board of Directors approved the two professional documents and supported to establish Professional Development Committee for future implementation.

The Association recruited a designated staff for professional development that had helped to accelerate the progress, including the link up of overseas and local consultant network.

Different seminars, forums and visitations were held among chaplaincy departments and committees to present the rationale, objectives, and plans for professional chaplaincy development.

A chaplain registration scheme was formulated with two core principles: 1) the scheme must take into consideration of the theological and CPE education, and clinical experience background of current chaplains, 2) to provide a clear map for continuing growth of professional competency.

In October, the Board of Directors approved the official setting up of Professional Development Committee and appointed the Task Force members to be the first Committee Members with effect from then to December 2012.

The Committee launched Chaplain Continuing Education Scheme and began to work on the local guidelines for professional chaplain certification.

In addition to the 74 chaplains voluntarily registered in the first round, other qualified chaplains continued to join registration throughout the year. By the end of 2011, there were a total of 83 chaplains registered with the Association, which was about 64% of all eligible members in the local area.

With reference to the standards of the Association of Professional Chaplains, Inc., U.S.A. (APC), the Committee completed two additional documents, namely Guidelines for Professional Chaplain Certification 2012 and Professional Chaplain Certification Manual 2012. Five qualified members were appointed as Certification Committee.

Members of Certification Committee offered tutorial groups for interested candidates.  After more than half year of preparation, four eligible chaplains participated in our first class of certification.  All of them successfully met the standards and were granted with the status of Certified Chaplain.

There were more eligible chaplains joined the tutorial groups. Eight candidates submitted their applications and all of them were granted with the status of Certified Chaplain.

The Committee initiated a shift of term of service for members in order to recruit more chaplains to join the committee. Also, more members were invited to serve in Certification Committee.
